Stakeholder Consultation at Federal and Regional level

Stakeholder consultation n was conducted at federal level with government and non government stakeholders as well with all regional states stakeholders to collect inputs on draft REDD+ Strategy. In the consultation government offices, research institutes, academia, and partners were involved.

ü  Fire, lack of alternative energy, infrastructure development, mining, refugee expansion, resettlement and migration should be treated in the drivers list.

ü  Under indirect Causes of Deforestation and Forest Degradation legal aspects of PFM need to be revisited and the mandates of different institutions need to be well defined in the strategy

ü   Under Afforestation, Reforestation and Restoration Challenges the participants suggested to include: lack of incentives for community investments, time and objective of planting have to be included as challenges for afforestation, reforestation and restoration challenges, develop guidelines on species – site matching, selection and plantation establishment, low awareness on technical aspects of afforestation and reforestation.

ü  On measures to Address the Underlying Drivers and Improve Enabling Environment the participant give comment that the strategy should consider customary laws and community laws because it has very important for compliance seeking, as REDD+ implementation needs huge resources, the strategy should include resource mobilization activities/strategies and incorporate necessary resources such as finance, human resources and logistics.

ü  As REDD+ is a multi sectoral issue, the body mandated to coordinate the national program has to be more capacitated institutionally. So, the structure better be modified in such a way that both climate change, environment and forest leadership in the have coordination. We suggest the REDD+ secretariat be accountable to the national leadership mandated to all environment, climate change and forestry.

ü  Ensure participation of NGOs, academia, research institute to fulfill the knowledge gap.

ü  Ensure leadership commitment in the implementation of REDD+ strategy.

ü  Urban Forestry should be pointed out as a target in the document.

ü  Leading implementing institution should be indicated clearly.

ü  As Urbanization and Infrastructure development affects wood demand and open access to forest, should be considered as direct cause of Deforestation and Forest Degradation.

ü  Absence of Botanic gardens for research should be included as a challenge for Afforestation, Reforestation and Restoration Challenges because it has a great role in knowledge generation and demonstration.

ü  Encourage monetary and non monetary compensation for access.

ü  The strategy should ensure forest land registration and certification.
