Introduction

Energy activities are the largest emitters of greenhouse gases. It is evident that emissions from energy production & use are the main source of GHG emissions.The term renewable energy covers a number of sources and technologies as different stages of development. By their natures, renewable energy sources are generally carbon-free or carbon neutral. Many renewable energy technologies have achieved major cost reductions over the last decades, which are expected to continue in the medium term as large global companies enter new energy markets for wind, solar & biomass technologies.

Objectives

  • To raise awareness of Energy sector stallholders on issues of climate change, REDD+ basics & Principles
  • To have Common Understanding over what Renewable Energy Technologies & Its Implication on REDD+ Projects.
  • To participate the energy sector stakeholders & further involved in REDD+ through a variety of renewable energy interventions & activities.

2. Report on Tigray REDD+ Exprerience Sharing Visit to SNNPR and Oromiya

Introduction

REDD+ (Reducing emissions from deforestation and forest degradation) is A Policy Framework with the goal of creating an economic value for the carbon in standing forests. An incentive system That motivâtes multiple actors across scales to adresse the drivers of déforestation and to undertake restoration/reforestation Is based on a core idea: reward individuals, communities, projects and countries that reduce greenhouse gas (GHG) emissions from forests”. REDD+ is, now, being familiarized as a piloting project in Tigray and is expected to be future potential in reducing emission from deforestation by restoring forests while creating an opportunity to the region to be carbon financed.

REDD+ piloting In Ethiopia was started in Oromiya region and  a number of preparatory studies and consultations were conducted. The preparation studies specifically conducted or being conducted for OFLP design include: Legal and institutional framework for the Oromia Forested Landscape Program; Analysis of causes of deforestation and forest degradation in the Oromia Regional State and strategy options to address those; Strategy options for the Oromia Forested Landscape Program; Developing a Reference Level and designing a MRV system for a REDD+ program in Oromia Regional State; Consultation and Participation Plan; Environmental and Social Safeguards and development of appropriate instruments; design of grievance redress mechanism; and benefit sharing mechanism. The design of OFLP is near completion. The program implementation manual (PIM) preparation was finalized in April 2016, which will be followed by signing of emissions reduction payment agreement (ERPA) with the World Bank in June 2016, and launching of the program implementation by July 2016(Tadesse,2016).At the same time In southern people nations and nationalities there are woredas known us Humbo and Sodo with a practical experience in carbon finance in the form of CDM  therefore it was  very crucial to exploit this experience and that’s why this  exposure visit was given  priority After undertaking the field visit, Significant experiences has been obtained from Humbo, Sodo and Adaba- Dodola and summarized as follows.

Objective

The objective of the visit was to provide key stakeholders mainly the working group members on how the procedures of REDD+ are undertaking in other areas of the country so that every member will have clear understanding of the program.

3. Tigray-Wereda level REDD+ Training  Report

Training Topic: Climate change, Forests and REDD+ Basics
Training Report
Opening Remark: Ato Mulugeta G/Selassie, Coordinator of Tigray REDD+ Coordination Unit, welcomed the training participants and provided a brief remark on the objectives of the 2-days training and asked trainees to introduce themselves. Following the introduction, Ato Mulugeta invited Ato Haftu Kiros, Natural Resource Management Process Owner at the Bureau of Agriculture and Natural Resources to deliver an opening Remark.
In his remark, Ato Haftu noted

  1. Ethiopia’s efforts in implementing the CRGE strategy (since 2011) with the aim of achieving carbon neutrality by 2030
  2. The CRGE strategy underlines the significant contribution of the forestry sector in achieving the national emission abatement goal
  3. The role of REDD+ program as a principal abatement lever and what has been put in place (in the last 3-4 years) at National level in making Ethiopia REDD+ Ready
  4. The on-going engagement of the regional REDD+ Coordination Unit in designing a region-wide REDD+ Program along with capacity building activities
  5. The relevance of the 2-days training in line enhancing the capacity of wereda level experts

4. Tigray – Consultation WS on engagement of private sector in REDD+

Introduction

Human beings have become a component in the earth’s system, driving and accelerating global warming through the rapid release of greenhouse gases (GHGs) in to the atmosphere. Human beings alter the composition of the atmosphere through increasing the concentration of greenhouse gases (GHGs) in the atmosphere by fossil fuel burning which represents about two-third of the global emissions and by deforestation & Land use changes representing about one-third. These are anthropogenic causes of climate change. There is no doubt that our climate is changing. This will pose huge challenges to nations, organizations, enterprises, cities, communities and individuals.

The Reduction of Emission from Deforestation & forest Degradation including conservation, sustainable management of forests and enhancement of forest carbon stocks (REDD+) is a mechanism for mitigating climate change with opportunities for payments associated with emissions reductions & maintenance of forest carbon stocks

The REDD+ readiness has been in operation since 2013 in Ethiopia aiming to make the country ready for implementation and performance based reward for the emission reductions achieved. The REDD+ readiness process comprises various components including such as institutional capacity building to help the process of REDD+ readiness.

Tigray REDD+ Coordination Unit Planned various components of capacity building & awareness creation activities in the readiness period, including exposure visit, technical Trainings and awareness creation for zonal and woreda stakeholders, private sectors.

The private sector can make vital contributions to REDD+ initiatives through the range of its expertise and be part of the solution to mitigating climate change by addressing key drivers of deforestation under attractive conditions

Based on the plan, Tigray REDD+ Coordination Unit has organized a two-day consultative workshop on the potential role & Engagement mechanism of the Private Sector in REDD+ Implementation to three zone private sector investors and stakeholders. Accordingly, the consultative workshop report is summarized as follows.

Objective

  • To promote the progress of REDD+ Readiness process in the region and also to provide REDD+ awareness on issues of climate change, REDD+ principles and Ethiopia’s REDD+ Readiness Process
  • To create sense of integration and ownership among key stakeholders basically regional and private sector investors.
  • To Contribute private sectors on Effective forest management & Protection
  • To Enhance the private sector participation on REDD+ activities
  • To have Common Understanding over what REDD+ is and how best to stop and/or reverse forest loss.
  • To engage the private sectors & further involved in REDD+ through a variety of interventions & activities.
